Celso G. de los Angeles, Jr is the Philippine counterpart to Bernie Madoff. It is estimated that he has ripped off at least P4 billion pesos from his now-defunct and insolvent Legacy group of companies, diverting this fortune to his personal accounts. However, unlike Madoff, most of his victims are middle class Filipinos. The legacy mess involves SEC, BSP, and the PDIC.
